Local council: building braver leaders to address a major workforce challenge

When this local council set out to strengthen leadership capability across its workforce, the context was stark: among the highest sickness absence rates in the region, a workforce strategy explicitly calling for “resilient leaders and managers who empower and support the workforce,” and a clear organisational target to improve attendance. The path forward needed leaders who could hold difficult conversations, model psychological safety, and build the inner resilience that sustainable change leadership demands.

The challenge

Employing more than 18,000 people, the council had identified mental health and musculoskeletal issues as the leading drivers of a sickness absence bill running into tens of millions of pounds a year. Its own workforce strategy named resilient, empowering leadership as a core priority: equipping managers to have the courageous conversations that stop small issues becoming long-term absence, building self-awareness and self-compassion in leaders who were themselves stretched and burnt out, and embedding behaviours such as speaking up, reflecting and supporting others, so they could outlast a single training intervention.

The solution

The Bravest Path delivered a cohort of 100 leaders through Braver than Before®, a 4.5-month, fully virtual courage-building programme built around six modules. Core modules built the courage to take smart risks, give clear and kind feedback, and meet challenge with resilience. Courage Circles gave leaders from different services small, confidential peer groups to unpick issues from emotions and gain outside perspective. Structured pre and post measurement tracked participants across five leadership domains, from baseline to completion.
